In "Money Matters", a publication by the WA State PTA, it says that without an approved budget the PTSA does not have the authority to spend money for any purpose. The budget is approved annually in the spring by the general membership.
As to the monthly treasurer's report, the "Money Matters" book says that "A detailed, written financial report must be provided at every meeting of the board of directors and every meeting of the membership."

Tri-Awareness is a group that interfaces members of the community from a variety of organizations including LWSD, Issaquah School District, Sammamish City Council, Sammamish City staff, Chamber of Commerce, Rotary, youth leadership, area churches, the Boys and Girls Club, Sammamish Library and others. The “Tri” refers to PTSA/PTA, commerce and community working in collaboration to communicate more effectively within the community. They meet the 2nd Tuesday of each month.
